PUBLIC WORKS/ENGINEERING

PERSONNEL The Department of Public Works started 1996 with 69 employees and had 67 employees at the end of the year. In addition, approximately 20 summer temporaries were employed to help with lawn work, garden debris pick ups and other department functions. 'Me department also made use of labor from the Sheriffs Department

"Labor Assistance Program," workfare persons, people working on community service hours, high school seniors doing Senior Service projects in the Spring before graduation, Earth Day volunteers, County "PIC"workers, and a high school student has been working in the DPW offices part-time under a work/study program.

EQUIPMENT PURCHASES

Major equipment purchased with 1996 funds include: A "roll-off" truck, two 40 cubic yard closed containers for collection and transport of recyclables and a salt spreader.

MAJOR PROJECTS The following projects were undertaken by outside contractors, consultants, and our own DPW forces:

  1. Road Resurfacing of six intersections throughout the township.
  2. Road Resurfacing of Section 11 of West Englewood Avenue with state aid funds.
  3. Safety pruning of trees throughout the township.
  4. Planting of 277 street trees, around the township.
  5. Start of construction for the expansion of the Richard Rodda Community Center, which began with demolition of the DPW maintenance building on Colonial Court.
  6. Preliminary application to the state for approval of a traffic signal at Glenwood & Fycke.
  7. Angle parking instituted on State Street after the required state approval.
  8. 365 feet of curb replacement completed on various streets.
  9. 326 tons of patching material was placed in potholes throughout the township.
  10. Completion of consolidation and relocation of bus stops in cooperation with NJ Transit throughout the township for added convenience of bus users.
  11. Sodded TBO "clubhouse field" infield in Votee Park.
  12. Rebuilt Phelps Park tennis courts.
  13. Completed design for roller hockey court in Votee Park
  14. Completed design for renovation of Mackel Park which will be constructed using Community Development Block Grant funds.
  15. Awarded contract to plant 135 trees during spring of 1997.
  16. Resurfaced the West Englewood Avenue Post Office parking lot, the eastern end of Beverly Road lot and the Hawthorne Avenue lot.

GARAGE:

The Garage forces performed preventive maintenance and repairs on 36 Police vehicles and 7 pieces of auxiliary equipment for the Fire Department, and 61 Public Works vehicles. In addition, they maintained 94 pieces of auxiliary equipment, 3 standby generators, 1 recreation department van, and 1 van for disabled senior citizens.

Department forces continued park maintenance, dead tree removals, garden debris pickup, leaf pickup, pothole patching, public buildings maintenance, and the myriad of other tasks required to keep the physical features of the town "working."

A new ordinance was passed prohibiting on-street parking when streets are snow covered and require plowing (some streets exempted). This should allow expeditious snow plowing curb to curb.
